Promises Made
Keeping the promise of consolidation means prioritizing long‑delayed upgrades to Jacksonville’s aging septic systems. By focusing investment on the replacement of failing septic tanks with modern, reliable sewer infrastructure, the City is delivering cleaner waterways. These efforts reflect a clear commitment to finally resolving a decades old issue ensuring families have safe, sanitary systems that support both public health and long-term community resilience.
Promises Kept 
Since 2023, the City’s dedication to strengthening neighborhoods and protecting local waterways has taken on powerful momentum. In just these recent years, more than 400 homes have been phased out of aging septic systems and connected to reliable sewer service. Over the last year, the City increased septic tank phase‑out funding to $25 million, enabling new neighborhoods to enter construction as soon as they reach the required 70% participation threshold. And with more than 600 additional homes targeted for phase‑out over the next four years, the City and JEA are continuing this meaningful work, building a legacy of cleaner communities and lasting well‑being for generations to come.
In the years before construction began (2016-2020), JEA researched neighborhoods at risk, conducted outreached to the residents of the neighborhoods, and designed and planned the phase out process in each of the current five neighborhoods.
