Promises of consolidation have long carried the hope of building a more connected, equitable Jacksonville—one where coordinated investment, stronger services, and thoughtful planning uplift every neighborhood. Among the commitments that have emerged over time, affordable housing stands out as a defining priority, reflecting the city’s pledge to expand access, support stability, and ensure that growth benefits residents across all districts. As consolidation continues to guide long-term development, these promises frame a vision of a city striving to make housing more attainable while strengthening the communities it serves.
Promises Kept 
Jacksonville has made substantial progress on its affordable housing commitments since 2023, delivering thousands of new units and strengthening long‑term affordability strategies across multiple neighborhoods. In District 7, more than 893 new affordable housing units have opened, with another 440 added in District 8 and 72 supported or completed in District 10. The city has also deepened its financial commitment by dedicating local funding to affordable housing for four consecutive years, expanding emergency rental and eviction protection programs, supporting heirs property initiatives, and seeding an affordable housing trust fund. These efforts are reinforced by improvements in program accessibility, including clearer guidelines, consolidated tax exemption information, and integration of housing dashboards into user-friendly mayoral priority pages.
