Mayor Deegan wants to ensure every person has a voice in City Hall and a seat at the table. By listening to people from every corner of Jacksonville, the Deegan Administration is committed to amplifying the voices of the community and creating a government that works for everyone.
Mayor Deegan’s budget priorities focus on strategic investments in Jacksonville’s people, neighborhoods, infrastructure and quality of life while maintaining the City’s strong financial position. Mayor Donna Deegan presented her proposed FY 2026–27 budget to the Jacksonville City Council on July 20, 2026. The balanced proposal includes a General Fund budget of $2,026,502,015 and a $586,110,854 Capital Improvement Plan, while drawing zero dollars from reserves for the second year in a row. “Jacksonville is a city on the rise, and our proposed budget continues that momentum,” said Mayor Deegan. The proposal continues investments in public safety, infrastructure, health, housing, homelessness, economic development and quality-of-life initiatives across Jacksonville.

Mayor Deegan is committed to improving childhood literacy and expanding opportunities for Jacksonville’s young people to learn, grow and build a strong foundation for future success. Literacy is not only an education issue, but also an important part of the city’s economic development, public safety and overall quality of life. River City Readers is Mayor Deegan’s ongoing citywide literacy challenge for school-age children. The initiative encourages children to read at least 20 minutes each day and track their reading, while literacy events at schools, libraries and community centers — along with the River City Readers Bookmobile — help connect Jacksonville families with books and reading opportunities throughout the year. Since the initiative launched, Jacksonville families have logged more than 3 million minutes of reading.

Mayor Deegan is committed to creating cleaner, safer and more welcoming neighborhoods by addressing litter and blight, strengthening community pride and encouraging residents, businesses and organizations to play an active role in caring for Jacksonville. Keep Jax Cute: Don’t Pollute is Mayor Deegan’s citywide litter and blight campaign, bringing together education, prevention and enforcement, and community engagement to create lasting change across Jacksonville. Residents can help by reporting litter and neighborhood blight, participating in community cleanups, taking the Keep Jax Cute pledge and joining programs such as the Jax Litter League.
