Cleanup Guidelines and Safety
- Bulk items, illegal dump sites, and homeless encampments do not count toward points.
- Teams should not handle these materials.
- If encountered, call 630-CITY to report the issue.
- Cleanups are conducted along city rights of way, including roads, sidewalks, and streets. Cleanups are not conducted on private property.
- Participants may be exposed to traffic, weeds, debris, sharp objects, environmental hazards, wildlife, manual labor, and changing weather conditions.
- Volunteers should wear sturdy, closed-toe shoes and gloves.
- Participants with underlying medical conditions that may increase their risk of injury or illness should carefully consider those risks before participating.
- If you feel unsafe, call the JSO non-emergency line at 904-630-0500.
- In case of emergency, dial 911.
How to Safely Pick Up Needles and Syringes
- Place an uncapped plastic bottle on the ground, either upright or on its side. Do not touch or hold the bottle once you begin placing the needle or syringe inside.
- With a gloved hand, pick up the needle or syringe and place it into the bottle using one hand only.
- Keep your other hand behind your back so you are not tempted to hold the bottle.
- Once the needle is fully inside the bottle, carefully place the cap on the bottle and tighten it securely.
- Place the capped bottle into a trash bag.
- Remove your gloves and place them in the trash bag.
Important: Under no circumstances should you hold the bottle while inserting a needle or syringe. Doing so could result in an accidental needle stick.
Cleanup Safety Checklist
- Designate a safety officer whose only responsibility is safety and troubleshooting. This person should have a first aid kit, a cell phone, and a list of emergency phone numbers.
- Review this safety checklist with volunteers before they begin work.
- Ask volunteers and their parent(s) or guardian(s) to sign the Participant Sign-in Sheet and Release of Liability Form.
- Wear closed-toe shoes and gloves. Use sunscreen and insect repellent when appropriate.
- Drink plenty of fluids, avoid overexertion, and seek help when lifting large objects. Use proper lifting and bending techniques.
- Do not overstuff trash bags or pick up anything that could be hazardous to your health.
- If needles, sharp items, or unusual objects are found, place needles only in a hard plastic water bottle with a cap before placing the bottle in a trash bag.
- When near a road, wear bright colors, work in groups, and always face oncoming traffic.
- Check each other for ticks. If you are stung by a bee or wasp and fear a life-threatening allergic reaction, call 911.
- Be aware of poison ivy and other poisonous or sharp plant materials. Protect yourself with long sleeves and pants when appropriate.
- Be cautious around animals. If approached by a growling or angry animal, stand still, do not run, avoid direct eye contact, and move away slowly when safe to do so.
- Be especially cautious in wooded or wet areas and around abandoned tires, where snakes may be present.
Past Winners

Congratulations to Our First-Ever Litter League Champions!
September 2, 2025 - The City of Jacksonville is proud to announce the winners of our inaugural Litter League anti-litter competition — Operation G.L.A.D.D. Dads, led by team captain Michael Robinson.
From July 3 through August 30, 2025, Litter League teams across Jacksonville competed to see who could collect the most trash from neighborhoods, parks, and streets. In the end, Operation G.L.A.D.D. Dads collected more than 50 bags of litter — an extraordinary effort that reflects true dedication to community pride and environmental stewardship.
Their efforts did not stop at the bags
Photos submitted by the team showed even more bulky debris and hard-to-bag trash removed from public spaces — proof that this was about more than numbers. It was about making a real impact.
As the top-scoring team, they earned
- The honor of throwing out the first pitch at the Jacksonville Jumbo Shrimp game on Tuesday, September 9
- A night to remember in a private suite for the game against the Memphis Redbirds
We’re incredibly grateful to Michael and Operation G.L.A.D.D. Dads for showing what Duval pride looks like. Their cleanup efforts are helping Keep Jacksonville Beautiful — one bag at a time.
Oceanway Neighbors Keep the Momentum Going
March 8, 2026 - The spirit of Litter League is still going strong in Oceanway, where local residents have turned a cleanup effort into an ongoing grassroots movement to tackle trash and build stronger neighborhood pride.
The group, Collect and Connect: Keep Oceanway Beautiful, was formed after neighbors saw litter piling up across the community and decided to take action. What began as a simple effort to address visible problem areas quickly grew into a larger neighborhood network focused on cleanup, connection, and community ownership.
According to News4Jax, the group has grown to nearly 300 members, with around 20 regular volunteers helping pick up litter throughout Oceanway. Organizers say their work goes beyond bagging trash. Volunteers also identify trouble spots, share information with neighbors, and help bring attention to areas that may need additional response.
Their impact has already been felt citywide. During the City of Jacksonville’s Jax Litter League competition, the group collected about 230 bags of trash in 60 days and won the challenge. Since then, members say they have continued their efforts by collecting an estimated 100 to 150 bags of trash each month.
Volunteers say the work is about more than cleaning up litter — it is about encouraging people to take pride in where they live and showing that community-led action can make a visible difference.
