City of Jacksonville Mobility Plan Working Group (MPWG)

The Mobility Plan Working Group (MPWG) is an advisory body established under Chapter 655 – Concurrency and Mobility Management System to support the City of Jacksonville in updating the Mobility System Plan.

The MPWG reviews technical findings, project evaluation criteria, mobility fee methodology (including VMT-based analysis), and draft recommendations developed under the Scope of Services.

The MPWG serves in an advisory capacity; final decisions rest with the City of Jacksonville.

Purpose and Role

The Mobility Plan Working Group (MPWG) is an advisory body established under Chapter 655 – Concurrency and Mobility Management System to support the City of Jacksonville in the development and update of the Mobility System Plan.

The MPWG reviews technical findings, methodologies, and draft recommendations prepared under the Scope of Services and provides structured input on goals and objectives, performance measures, project evaluation and prioritization, mobility fee methodology (including VMT-based analysis), mobility zones, and implementation strategies.

The MPWG also reviews infrastructure investment considerations related to underserved and transportation-disadvantaged areas as part of the project evaluation process.

Composition

The MPWG consists of seven (7) members appointed as follows:

  • 1 City Council member appointed by the City Council President
  • 2 lay citizens appointed by the City Council President
  • 3 lay members appointed by the Mayor
  • 1 lay member jointly appointed by the Mayor and City Council President, serving as Chair

Areas of Review

The MPWG functions as a structured advisory review body supporting the technical development of the Mobility System Plan, ensuring that mobility fees, project prioritization, and infrastructure planning reflect the City’s adopted goals, data-driven methodology, and long-term transportation needs.

The Working Group may evaluate and provide input on:

  • Mobility System Plan goals, objectives, and performance measures
  • Mobility fee methodology, including VMT-based calculations
  • Mobility zones and fee allocation structure
  • Project evaluation criteria and prioritization framework
  • Transit, roadway, bicycle, pedestrian, and multimodal improvements
  • Capital improvement prioritization and cost considerations
  • Trip and mobility credit programs
  • Infrastructure needs in underserved and transportation-disadvantaged areas
  • Overall implementation effectiveness of the Mobility System Plan
