2045 Comprehensive Plan

The 2045 Comprehensive Plan is a policy document required by Florida Statutes Chapter 163, and by Chapter 650 of the City of Jacksonville Code of Ordinances. Pursuant to the Florida Statutes and the City of Jacksonville Code of Ordinances, the Comprehensive Plan sets out the long and short-term goals directing the development of programs and policies that guide growth and development in an effective and orderly manner. The goal of the Plan is to promote the public health, safety and welfare.

Florida's Growth Management Act requires all of Florida's counties and municipalities to adopt Local Government Comprehensive Plans that guide future growth and development. The City of Jacksonville 2045 Comprehensive Plan contains chapters or 'elements' that address Capital Improvements, Conservation Coastal Management, Future Land Use, Historic Preservation, Housing, Infrastructure, Intergovernmental Coordination, Public School Facilities, Recreation and Open Space, Transportation, and Property Rights.
