Pre-Construction Meetings (Pre-Con)

Purpose of a Pre-Construction (Pre-Con) Meeting

The purpose of the pre-construction meeting is to: 

(1) review the plans, 

(2) obtain all necessary information such as Developer, Owner, Engineer, and Site Contractor and their contact information, and 

(3) provide all necessary information with regard to the City of Jacksonville's expectations throughout the project, including what types of inspections and when they are to be performed. 

We also provide contact numbers for ADA and Traffic Engineering because the developer or engineer will have to order COJ signs (if it's a project that will be accepted), and they have to obtain an approval from Traffic Engineering for street markings and ADA for all the disability features.

How to Schedule a Pre-Construction (Pre-Con) Meeting

Please note that a pre-construction meeting is NOT the same as a site development pre-application meeting. Site development pre-application meetings are held VIRTUALY to discuss the design of the subject site, and Pre-Con meetings are PHYSICALLY on the subject site. 

Typical Process 

(Your Inspector will determine what inspections are required and assist you through the process)

• If you have a City Development Number (CDN), you are required to at least have a pre-construction and a final inspection. 
• A typical project (city inspected/public roads) will have all inspections, such as 
  1. Pre-con (pre-construction) 
  2. Inverts 
  3. Progress 
  4. Acceptance & Punch List Follow-Up 
  5. Second-Lift 
  6. Warranty
