Emergency Financial Assistance for Veterans in Need
Thanks to the Jacksonville Jaguars Foundation, the City of Jacksonville Military Affairs and Veterans Department (MAVD) provides emergency financial assistance to qualifying veterans who are struggling with past-due rent or utility bills. This program offers direct financial aid and budget counseling based on the Department of Housing and Urban Development (HUD) income guidelines. To qualify, income must not exceed 150% of the Federal Poverty Line.
About the Program
This is a community-funded, donation-based program designed to help veterans avoid eviction or utility shutoff. Due to limited funding, we provide one-time emergency assistance and encourage veterans to repay the amount over time. Veterans who successfully reimburse the fund will remain eligible for future financial aid, allowing us to help more veterans in need.

We cannot assist with mortgage payments.

If a veteran does not qualify, we will provide referrals to other organizations.

How to Apply
Call (904) 255-5550 to schedule an appointment with a social services counselor. Late arrivals will not be accepted—if you are more than 15 minutes late, you will need to reschedule.

DD-214 showing an Honorable Discharge (General, Other Than Honorable, or Dishonorable discharges are not eligible)

JEA utility bill (if requesting utility assistance)

Letter from the landlord with veteran’s name, address, apartment number (if applicable), and total delinquent amount (lease agreements are not accepted)

W-9 Form completed by the landlord or property owner (IRS standard form, available for download online)

Landlord registration with ACH payment details *(Register at: Jacksonville Supplier Portal)
