Priorities
Public Safety
Under Deegan, public safety has seen increased staffing, resources, and strategic programs. She allocated funds for the Jacksonville Sheriff’s Office to hire 40 new officers plus non‑uniformed positions, raised pay for police and firefighters, and expanded the Fire and Rescue Department with new fire stations & equipment. She also relaunched or reimagined prevention & intervention efforts like “Jacksonville Journey,” focused on literacy, youth engagement & crime reduction.

Infrastructure & Public Works
Donna Deegan has prioritized infrastructure & public works by substantially increasing funding in the City’s Capital Improvement Plan: over $489 million for FY 2025 in the five‑year plan, plus $62 million for transportation and $21 million for drainage in FY 2025 alone. She has invested in roadway resurfacing, sidewalks & crosswalk improvements, bulkhead & riverfront walkways, septic tank removal, parks & libraries renovations, and public venue upkeep.

Donna Deegan has made affordable housing and homelessness a cornerstone of her administration by committing $10 million in her 2024‑25 budget toward an affordable housing loan fund designed to catalyze about $120 million in multifamily rental housing. She launched a five‑year plan to achieve “functional zero,” expanded shelter bed capacity, and initiated programs like emergency rental and eviction diversion.

Deegan has advanced health and wellness by expanding access to care, mental health initiatives, maternal and children’s health, and launching a Chief Health Officer position. Her budget included $65 million to UF Health for service expansion and capital improvements. She also created programs like Mental Health Matters Jax, added crisis lifeline support, and invested in early childhood and family health programs, including nurse home visitation.

In her economic development efforts, Deegan has focused on streamlining city permitting, helping small business growth, cultivating talent development, and boosting downtown development. She allocated over $21 million toward improving permitting, inspections, technology, and staffing to reduce bureaucratic delays. Her vision aims to make Jacksonville a more competitive city for business and workforce opportunity.

Deegan has made youth, literacy, and education central to policy and budget priorities. She inaugurated the River City Readers literacy challenge asking children to read 20 minutes daily and log reading minutes in the Beanstack app, aiming to build reading skills among third graders. She increased funding for libraries, ensured expanded services for the Kids Hope Alliance, supported literacy‑related youth events, and tied education goals to public safety and prevention efforts.

Mayor Deegan has shown commitment to military and veterans by signing the Heroes Act, increasing benefits for city employees in the military—for instance extending paid leave when deployed and granting flex time for spouses. She helped distribute food and pet supplies to active‑duty military families through city and nonprofit partnerships. She also established a transition committee focused on veterans’ issues, including plans for a veterans community center and better access to veteran services.

Improving the quality of life of our residents and visitors involves supporting a vibrant and robust artistic and cultural community. Budget Address

Mayor Donna Deegan presented her $1.75 billion dollar budget for 2023-24 fiscal year to City Council on July 10, 2023. Pending City Council approval, the budget will take effect October 1, 2023.

"Our budget reflects the priorities of the people," said Mayor Deegan. "It makes investments that will create generational opportunities to live, earn, learn, and love with a good quality of life. I look forward to putting these dollars to work and creating a city that works for all of us."

Mayor Deegan is committed to a comprehensive review of opportunities and challenges facing Jacksonville and identifying policy solutions that give every person the opportunity to have a good quality of life. To fulfill that pledge, the administration has formed a series of policy and outreach committees charged with developing plans that move forward Mayor Deegan’s vision of a healthy, safe, resilient, inclusive, and innovative city that works for all of us.
