Notice is hereby given that the City Council Committee of the Whole will meet on Wednesday, May 21, 2025, from 1:00 p.m. to 4:00 p.m. in the Council Chamber, 1st Floor, City Hall, St. James Building, located at 117 West Duval Street, Jacksonville, Florida. The purpose of this Committee of the Whole meeting is to address pending legislation 2025-319 and 2025-339:

2025-319: ORD Making Certain Findings & Auth the City to Acquire by Propty Exchange or Purchase that Certain 2.85± Acre Improved Parcel of Real Propty Located at 801 W. Bay St, Jax, FL 32204 (R.E. # 074487-0010) in Council Dist 7 within the Downtown Northbank CRA, & Auth the Mayor, or Her Desig, to Execute: (1) a Redev Agrmt by & Among the City, DIA, & Gateway Companies LLC, or Its Affiliate, which Redev Agrmt Provs for the Acquisition of the 801 W. Bay St Parcel by the City, the Disposition to Developer of that Certain 1± Acre Parcel Located Adjacent to Riverfront Plaza (F/K/A the Jacksonville Landing) at Its NE Corner (a Portion of R.E. # 074457-1100 & 074445-0700) within the Downtown Northbank CRA (the Riverfront Plaza Pad B) (or in Place of the Redev Agrmt a Purchase & Sale Agrmt & Related B.T. for the Purchase of the Riverfront Plaza Pad B if Authd Hereunder), the Granting to Developer of an Option to Purchase that Certain 1.7± Acre Parcel Located East of the Main St Bridge Off-Ramp on the North Side of the St. Johns River (a Portion of R.E. # 074445-0000 & 074444-9000) (the East Landing Parcel), & the Design & Construction of a Proj on the Riverfront Plaza Pad B (the Riverfront Plaza Pad B Proj) &, if the Option is Exercised, the Design & Construction of a Proj on the East Landing Parcel (the East Landing Proj & Together with the Riverfront Plaza Pad B Proj, the Proj); the Riverfront Plaza Pad B Proj is Comprised of a Min of a 4-Star, or Luxury Boutique, Hotel Containing btwn 130 & 170 Rooms, Multi-Family Improvements which May Be Condominiums or Rental Units (Including Transient Rentals) Containing a Min of 50 & Not More Than 150 Residential Units, a Sky View Terrace Accessible to the Public Containing a Min of 5,000 sq ft, & a Min of 2 (2) Full-Svc Restaurants Containing a Combined Min 7,500 sq ft, & to Prov Back-Of-House Access to the City Owned Beer Garden in Riverfront Plaza Phase II; &, if the Option is Exercised, the E Landing Proj is Comprised of a Min of a 75,000 sq ft Mixed-Use Bldg with a Min of 1 Restaurant Facing the St. Johns River Containing a Min of 4,000 sq ft, a Min of 75 Parking Spaces Open to the Public, with a Min Capital Expenditure of Not Less Than $25,000,000 &, if Elected by Developer, the Removal of the Main St Bridge Off-Ramp Connecting to Independent Dr E; & (2) Easements & Related Docs as Described in the Redev Agrmt; Auth Conveyance of the Riverfront Plaza Pad B to Developer; Auth the Granting of a Purchase Option, & Subsequent Conveyance of the East Landing Parcel to Developer; Prov for City Oversight of the Proj by the DIA; Auth the Execution of All Docs Relating to the Above Agrmts & Transactions, & Auth Technical Changes to the Docs (Dillard) (Req of DIA)
