Meet the Property Appraiser
Joyce Morgan, Duval County Property Appraiser

Joyce Morgan became both the first African American and first woman to serve as the Duval County Property Appraiser on July 1st, 2023. A lifelong public servant and barrier-breaker, she considers service to the citizens of Jacksonville her number one mission.
Since taking office, Morgan has prioritized community outreach and education, engaging with taxpayers to explain the core function of the Property Appraiser’s Office. Under her leadership, the office has embraced a dynamic, people-centered approach, including the creation of an employee-led advisory council and other programs that promote continuing education. She has also expanded the use of technology to increase efficiency and improve workflow.
Representing Arlington District 1, Morgan served two successful terms on the Jacksonville City Council before being elected Property Appraiser. She earned the council’s Charles D. Webb Award and held leadership positions, including chairing the Rules Committee, the Transportation, Energy & Utilities Committee, and the Value Adjustment Board. Among her accomplishments, she spearheaded the upgrades and improvements of Blue Cypress Regional Park and served on the committee that created Jacksonville's first Resiliency Officer.
Prior to her public service, Morgan was a highly respected journalist working as a news anchor in several major cities, including Dallas, and here in Jacksonville. She made history as the first African American co-host of PM Magazine in Atlanta and later became BeautiControl's first African American Beauty Director in Jacksonville. A three-time election winner, Morgan's leadership is defined by authenticity, resilience, and her guiding principle from Luke 12:48: 'To whom much is given, much is required.' She leads by example and mentors’ future leaders while advocating for others.
An alumna of Jacksonville State University (AL), Morgan is currently pursuing a Masters of Public Policy at Jacksonville University (FL). She is committed to the community serving on the Salvation Army, Florida Ballet, and Bob Hayes Invitational Advisory boards. She is also a member of the Alpha Kappa Alpha Sorority, Inc.
Morgan is a highly recognized leader, named a Jacksonville Business Journal Woman of Influence in 2025 and a past recipient of the Girl Scouts Women of Distinction Award, among many others.
