The Housing and Community Development Division ("HCDD") manages affordable housing and community development related initiatives on behalf of the City of Jacksonville to increase the availability of affordable housing to low-and moderate-income persons within the Jacksonville community through public and private partnerships. The vision of the Housing and Community Development Division is to enable a better quality of life for all citizens of Jacksonville, by improving the lives of low to moderate income residents, special needs residents, elderly citizens, and homeless households. The Housing and Community Development Division accomplishes this by providing financial assistance to develop safe, quality affordable housing, pathways to homeownership, infrastructure and public facility improvements, and homeless prevention and services programs.

2024-2025 UNIVERSAL APPLICATIONS DEADLINE AND SUBMISSION INFORMATION
Applications for non-housing related activities will be accepted from public and private non-profit agencies starting on Monday, December 11, 2023 and due by January 11, 2024 by 5:00PM. To be included on the distribution list and receive information on the upcoming 2024-2025 Universal Applications Cycle, please email HCDDComments@coj.net and include your name, organization name, and phone number. Please note that the required workshops are typically not held until late November and early December each year, and funding is for October 1st the following year.

MANDATORY TECHNICAL ASSISTANCE AND BUDGET WORKSHOP
All agencies applying for funds are required to attend one Technical Assistance and Budget Workshop. The Technical Assistance and Budget Workshop must be attended by the agency's financial staff responsible for managing the grant. During the workshops, HCDD staff will review the grant application process, project eligibility, and provide information to assist with application preparation. Applications will not be accepted from agencies that have not attended at least one Technical Assistance and Budget Workshop. If, after attending a Technical Assistance and Budget Workshop, applicants need additional assistance, please send questions to HCDDComments@coj.net.

HOME REVOLVING LOAN FUND PROGRAM
HCDD administers federal funds received from the US Department of Housing and Urban Development ("HUD"). The City uses the funds for the HOME Revolving Loan Fund ("RLF") to preserve neighborhoods, create and preserve affordable housing, and stimulate economic revitalization. In September 2022, HCDD will issue a Notice of Funding Availability ("NOFA") for Affordable Housing development projects.

COMMUNITY DEVELOPMENT PROGRAMS
Community Development is responsible for the administration of the Community Development Block Grant ("CDBG"), Emergency Solutions Grant ("ESG"), and Housing Opportunities for Persons with AIDS ("HOPWA"), programs awarded annually to the City of Jacksonville through the U.S. Department of Housing and Urban Development.

HCDD administers fair housing in each of its programs and has partnered with the Jacksonville Human Rights Commission ("JHRC") to make a collaborative effort to ensure human rights and fair housing for all citizens of Jacksonville.

SURPLUS PROPERTY DONATION PROGRAM
According to Section 125.379, Florida Statutes, and Chapter 122, Ordinance Code, the City of Jacksonville/Duval County is required every three years to adopt an inventory list of all real property within the city to which the City/County holds fee simple title that is appropriate for use as potential affordable housing. The Real Estate Division determined that no need exists for the City or any independent agency, therefore the parcels meet the affordable housing criteria.

2021 DRAFT HOME-ARP ALLOCATION PLAN
The City of Jacksonville (“City”) was awarded $12,060,074 in HOME-American Rescue Plan (“ARP”) funds in a one-time allocation from the U.S. Department of Urban Housing and Development (“HUD”). Federal HOME-ARP funding was created to assist individuals or households who are experiencing homelessness, at risk of homelessness, and other vulnerable populations, by providing affordable housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability. The HOME-ARP Allocation plan ("the plan") defines the use of the HOME-ARP grant funds to address these needs within the HUD-approved eligible activities. The City will make funds available for activities once the HOME-ARP Allocation Plan’s associated consultation, public participation process, and HUD approval have been completed through the substantial amendment of the PY 2021 Annual Action Plan. The City has allocated the HOME-ARP funds for the following activities: acquisition and development of non-congregate shelters and administration and planning.

ANNUAL ACTION PLAN
The purpose of the Annual Action Plan is to provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The Consolidated Plan is carried out through Annual Action Plans.

Notice of Public Hearing and Comment Period
The CAPER provides accomplishments and expenditure information on the four HUD funded programs ("CDBG", "HOME", "HOPWA" and "ESG") administered by the City of Jacksonville during the 2022 Program Year (“PY2022”) which ran from October 1, 2022 through September 30, 2023.
A draft of the CAPER for the City of Jacksonville has been completed and will be available for a fifteen (15) day public review and comment period, from Friday, December 8, 2023 through Friday, December 22, 2023. Click here to view a draft copy of the PY2022 CAPER.
A public hearing regarding the PY2022 CAPER will be held on Thursday, December 7, 2023 at 3:30 p.m., in-person at the Legends Community Center, Community Room, 5130 Soutel Drive, Jacksonville, Florida 32208.
Comments should be submitted via email to HCDDComments@coj.net, or in writing and delivered to Housing and Community Development, 25 N. Hogan Street, 7th Floor, Jacksonville, Florda 32202. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs: Community Development Block Grant ("CDBG") Program, HOME Investment Partnerships ("HOME") Program, Emergency Solutions Grants ("ESG") Program, and Housing Opportunities for Persons With AIDS ("HOPWA") Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report ("CAPER").
