WELCOME

The Jacksonville Housing Finance Authority ("JHFA" or the "Authority") was established pursuant to Chapter 52, Jacksonville Municipal Code in accordance with Section 159, part IV, Florida Statutes. The JFHA exists for the purpose of addressing affordable housing needs in Duval County, Florida by stimulating the construction and rehabilitation of housing through the use of public financing. The JHFA is empowered to alleviate the shortage of affordable residential housing and to provide capital for investment in such facilities for low, moderate to middle income families and persons anywhere within Duval County, Florida through the issuance of its mortgage revenue bonds (subject to legislative approval).

A seven-member board appointed by the Mayor and the City Council governs the JHFA. The JHFA has no taxing authority. The JHFA adheres to the City of Jacksonville's comprehensive Ethics Code. The JHFA has no employees and does not have a defined benefit retirement system.

2025 Notice of Fund Availability and Request for Application

2025 Allocation - Local Government Support Loans

The Jacksonville Housing Finance Authority ("JHFA" or the "Authority") announces the availability of funds and is requesting applications for the consideration of providing local government support for qualified multifamily housing developments which meet the goals of the Authority and comply with applicable federal and state law.

The Authority will continue to accept applications, which will be reviewed on a first-come, first-evaluated basis. Applications are due no later than 5:00 PM, Eastern Daylight Time, September 29, 2025.

The Jacksonville Housing Finance Authority ("JHFA" or the "Authority") announces the availability of funds and is requesting applications for the consideration of providing local government support for qualified multifamily housing developments which meet the goals of the Authority and comply with applicable federal and state law.

The Authority will continue to accept applications, which will be reviewed on a first-come, first-evaluated basis. Applications related to FHFC RFA 2025-202 are due no later than 5:00 PM, Eastern Daylight Time, September 25, 2025.

CALENDAR

The Jacksonville Housing Finance Authority holds regularly scheduled meetings at noon on the third Wednesday of every month at 214 North Hogan Street, 8th Floor, Jacksonville, FL 32202. The JHFA's fiscal year begins on October 1st and ends on September 30th. All meetings are open and the public is encouraged to attend.

JACKSONVILLE HOUSING FINANCE AUTHORITY IN-PERSON SUBCOMMITTEE MEETING AT 10:30 AM AND BOARD MEETING AT 12:00 PM - WEDNESDAY, MARCH 18, 2026

Notice is hereby given that the JACKSONVILLE HOUSING FINANCE AUTHORITY (“JHFA”) Subcommittee will meet on WEDNESDAY,  March 18,  2026, at  10:30  AM  via  in-person  meeting to take action on the upcoming LGAO NOFA and Application Process.  Interested persons may request a hard copy or electronic copy of meeting materials by emailing administrative support staff at JHFA@coj.net, calling 904-255-8225, or mailing requests for meeting materials to JHFA Administrative Support Staff at 214 N. Hogan Street, 7th Floor, Jacksonville, Florida 32202.

Notice is also hereby given that the JACKSONVILLE HOUSING FINANCE AUTHORITY (“JHFA”) Board will meet on WEDNESDAY,  March 18,  2026,  at 12:00  PM  via  in-person  meeting to consider and take action on items on the JHFA agenda which can be found at the JHFA webpage: Jacksonville.gov - Jacksonville Housing Finance Authority.

PUBLIC COMMENT:
Persons attending the meeting will be given an opportunity to provide public comment during the designated public comment period. Interested persons who cannot attend but who wish to submit public comments to be read during the public comment period of the meeting may do so by emailing the administrative staff at JHFA@coj.net. All emailed comments must be received no later than 5:00 PM on Tuesday, March 17 2026. Interested persons may also telephonically provide public comment to administrative support staff at 904-255-8225 or mail comments to JHFA Administrative Support Staff at 214 N. Hogan Street, 7th Floor, Jacksonville, Florida 32202. All telephonic and mailed comments must be received no later than Tuesday, March 17, 2026.

PROGRAMS AND SERVICES

Multi-Family Housing Program The JHFA provides financing for qualified multi-family housing developments which meet the goals of the Authority and comply with applicable federal and state law through the issuance of obligations of the Authority, the proceeds of which are loaned to entities participating in the Program, in order to alleviate the shortage of affordable housing available to persons and families in Duval County. Single Family Program - Home Sweet Home If you've ever dreamed about home ownership but felt that buying a home was a little beyond your reach, the Jacksonville Housing Finance Authority ("JHFA") may make your dream a reality with their First-Time Homebuyer Program. The Jacksonville Housing Finance Authority's Single-Family Loan Program offers a 30-year, fixed-rate mortgage for first-time homebuyers. The Home Sweet Home Program is a continuously funding program and never "runs out" of money. Click here for more information on the Home Sweet Home Single Family Program.

Mortgage Credit Certificate ("MCC") Program  First-time buyers do not buy that house until you determine if you qualify for a MCC offered by the JHFA. The MCC could save you thousands of dollars by reducing the amount of federal income tax you owe. The MCC is not a down-payment assistance, but rather a dollar-for-dollar reduction in your federal tax liability. ANNUAL REPORTS

Pursuant to the requirements of Section 52.112, Municipal Code, the JHFA submits an annual report to the Jacksonville City Council Finance Committee. The JHFA is reported and audited as a component unit of the City of Jacksonville.
