Surplus Property Donation Program
The State of Florida requires municipalities to establish an Affordable Housing List every three years. Ordinance 2026-458 adopted the 2026 Affordable Housing List, which identifies surplus City-owned properties that are suitable for affordable housing development. In accordance with Section 122.423 of the City of Jacksonville Ordinance Code, eligible properties may be donated on a first-come, first-served basis to qualified nonprofit real estate development agencies for affordable housing purposes.
