Surplus Property Donation Program
The State of Florida requires municipalities to establish an Affordable Housing List every three years. Ordinance 2026-458 adopted the 2026 Affordable Housing List, which identifies surplus City-owned properties that are suitable for affordable housing development. In accordance with Section 122.423 of the City of Jacksonville Ordinance Code, eligible properties may be donated on a first-come, first-served basis to qualified nonprofit real estate development agencies for affordable housing purposes.

Interested qualified nonprofit real estate development agencies may request an application by emailing the Housing Property Administrator at HCDDsurplus@coj.net.
The City of Jacksonville’s Neighborhoods Department, Housing and Community Development Division, invites qualified nonprofit real estate development agencies to attend an in-person educational workshop on the 2026 Surplus Property Donation Program application process on Tuesday, July 28, 2026 and Thursday, July 30, 2026.
This workshop will provide an overview of the program, application requirements, eligibility criteria, and the property donation process. Attendance is encouraged but not mandatory.
Workshop Dates and Times: Participants may attend one of the following workshop sessions:
- Tuesday, July 28, 2026 – 9:30 a.m.
- Tuesday, July 28, 2026 – 3:30 p.m.
- Thursday, July 30, 2026 – 9:30 a.m.
- Thursday, July 30, 2026 – 3:30 p.m.

Non-profit affordable housing developers may begin submitting applications starting August 11, 2026 at 8:00 am. Any applications received prior to that date and time will not be considered.
