Financial Audit and Oversight Select Committee
Background:
The FAO Select Committee, which was first established on July 20 to review JEA's unbilled water capacity fees, concluded its initial charge on September 24. As reflected in the memorandum provided by JEA management to the Committee, JEA will revise its policies to strengthen the collection of capacity fees moving forward, incorporate the resulting increased revenues into future budgets, and provide quarterly updates to City Council. These actions will provide greater accountability and help ensure that costs properly owed by others are not instead borne by JEA residential ratepayers.
Pursuant to Council Rule 2.103(b), I am hereby reconvening the FAO Select Committee effective Monday, October 5, with a new objective. With the Attorney General’s Office conducting a State investigation and the JTA Board planning an independent forensic audit, the Committee’s work will complement these efforts by focusing on JTA’s financial stability, governance, operational performance, and transportation priorities.
Present-Day Purpose:
While select committees cannot exercise subpoena power, the FAO Select Committee may hold workshops, site visits, and community engagement forums to ensure JTA investments are aligned with the needs of Jacksonville residents. The FAO Select Committee may seek advice from both public and private subject matter experts and should encourage maximum public participation in its work.
Should evidence of potential fraud, negligence, or other misconduct emerge, this Committee will pursue those matters as appropriate, and, should circumstances warrant, a Special Investigatory Committee may be convened.
Charge:
The Committee is charged with working collaboratively with the Council Auditor, the Administration, JTA Board and leadership, and applicable State and Federal agencies to examine JTA's current financial and operational challenges; assess the factors that contributed to sharp reductions in its financial projections and the need for substantial corrective action; review whether whistleblower concerns were appropriately addressed and applicable statutory protections were followed as these financial challenges came to light; review Local Option Gas Tax (LOGT) projects; and develop recommendations to strengthen JTA's long-term financial stability and optimize Jacksonville’s transportation system for the residents and businesses that depend on it. In its review of the prioritization and funding of LOGT projects, the Committee should work closely with the Mayor’s Office. The review shall include roadway and mobility projects, fixed-route bus service, paratransit, NAVI/U2C, the Skyway, and applicable segments of the Emerald Trail as part of a comprehensive assessment of Jacksonville’s current and future transportation priorities.
Jacksonville residents deserve a transportation system that is financially sustainable, operationally effective, and focused on serving the people who pay for and depend upon it. The FAO Select Committee brought greater accountability and protected ratepayers through its work with JEA. It will bring that same focused, independent oversight to JTA.
Deadline:
The Select Committee shall provide a final report of its findings and recommendations on or before December 4, 2026. This deadline may be extended upon request.
