The Housing and Community Development Division (HCDD) manages affordable housing and community development related initiatives on behalf of the City of Jacksonville to increase the availability of affordable housing to low-and moderate-income persons within the Jacksonville community through public and private partnerships. The vision of the Housing and Community Development Division is to enable a better quality of life for all citizens of Jacksonville, by improving the lives of low to moderate income residents, special needs residents, elderly citizens, and homeless households. The Housing and Community Development Division accomplishes this by providing financial assistance to develop safe, quality affordable housing, pathways to homeownership, infrastructure and public facility improvements, and homeless prevention and services programs.

Notice to Public of Public Hearing and Public Comment Review Period for the Draft Substantial Amendment to the 2025 Annual Action Plan for the Proposed Use of the Second Allocation of HUD ESG RUSH Funds

On April 16, 2026, the Department of Housing and Urban Development’s (HUD) Office of Special Needs Assistance Programs announced that Jacksonville-Duval County would receive a second special allocation of the Emergency Solutions Grant (ESG) to address the needs of individuals and families experiencing homelessness or are at-risk of homelessness in areas affected by a major disaster declared area pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) This special allocation of “Rapid Unsheltered Survivor Housing” (RUSH) funding under the ESG Program aims to address homelessness in areas affected by disasters by filling gaps in federal assistance.

The City has been awarded an additional allocation of $132,902 in RUSH funding. Funds will be used for approved services to address the needs of individuals or families who are homeless or at risk of homelessness within the President’s major disaster declarations dated September 28, 2024, DR-4828-FL, for Hurricane Helene, and October 11, 2024, DR-4834-FL, for Hurricane Milton.

The plan is to distribute the second allocation of ESG RUSH funds as follows:

To receive ESG RUSH funds, the City of Jacksonville must submit for HUD’s approval, a substantial amendment to the 2025 Annual Action Plan (AAP). A copy of the substantial amendment can be requested by contacting the Housing and Community Development Division by email at HCDDComments@coj.net.

Public Hearing: A public hearing will be held to discuss the substantial amendment to the 2025 AAP. The Public Hearing is scheduled for June 4, 2026, at 11:00AM in Conference Room 721 at 214 N. Hogan Street, Jacksonville, Florida.

5-day Public Comment Period: A public comment period is scheduled to be held from June 4, 2026 through June 9, 2026. The draft substantial amendment to the 2025 AAP is available for review. Please email HCDDComments@coj.net to request a copy of the plan or to submit comments.

Fiscal Year 2026-2027 UNIVERSAL APPLICATIONS CYCLE

The Fiscal Year 2026–2027 Universal Applications Cycle for the City of Jacksonville’s Consolidated Plan Federal Grant Program is now closed.

FY26-27 UNIVERSAL APPLICATIONS SUBMISSION INFORMATION AND DEADLINE: Applications for non-housing related activities were accepted from public and private nonprofit agencies beginning on Thursday, December 4, 2025 with a deadline of January 8, 2026.

MANDATORY TECHNICAL ASSISTANCE and BUDGET WORKSHOP: All non-profit agencies applying for funds are required to attend the Technical Assistance and Budget Workshop. During the workshop, Housing and Community Development Division staff will review the grant application process, project eligibility, and provide information to assist with application preparation. The required workshops are typically held late November and early December each year, and funding is for October 1st the following year.

LOCAL OPTION AFFORDABLE HOUSING TAX EXEMPTION - APPLICATION FOR CERTIFICATION

The 'Local Option Affordable Housing Tax Exemption' provides an ad valorem tax exemption for portions of multifamily projects containing 50 or more residential units, where 20 percent of the project is used to provide affordable housing. Household income must be greater than 30% but not more than 60% of the median annual adjusted gross income for households in Duval County. Other rules and requirements apply. You must apply for this tax exemption by applying for certification from the Housing and Community Development Division using the application form linked below. Once received and approved, the certification is sent to the Duval County Property Appraiser for further action. The property owner must apply for certification by January 15 for each year for which such an exemption is claimed.

HOUSING SERVICES PROGRAMS

The Headstart to Homeownership (H2H) program is currently CLOSED to new applications. The Limited Repair Program (LRP) waitlist is currently closed. Please continue to monitor this webpage for program waitlist reopening. Households currently on the waitlist will be contacted by program staff as applications are processed and home repairs begin. COJ REVOLVING LOAN FUND PROGRAM

Housing and Community Development Division administers federal and state funds received from the US Department of Housing and Urban Development (HUD) and the State of Florida. The City of Jacksonville uses a portion of the funds for the Revolving Loan Fund (RLF) to preserve neighborhoods, build and preserve affordable housing, and stimulate economic revitalization across the City. This is a reimbursement loan program.

THIS PROGRAM IS CURRENTLY CLOSED FOR RENTAL HOUSING DEVELOPMENT PROJECTS. There is only limited funding available for homeownership housing development projects. You may still apply for either type of project but your application will only be considered when and if housing development funding is available. HCDD staff will provide updates on the status of this program, upon request.

COMMUNITY DEVELOPMENT PROGRAMS

Community Development is responsible for the administration of the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), programs awarded annually to the City of Jacksonville through the U.S. Department of Housing and Urban Development. FAIR HOUSING INFORMATION

HCDD administers fair housing in each of its programs and has partnered with the Jacksonville Human Rights Commission (JHRC) to make a collaborative effort to ensure human rights and fair housing for all citizens of Jacksonville. Learn more about fair housing.

SURPLUS PROPERTY DONATION PROGRAM

According to Section 125.379, Florida Statutes, and Chapter 122, Ordinance Code, the City of Jacksonville/Duval County is required every three years to adopt an inventory list of all real property within the city to which the City/County holds fee simple title that is appropriate for use as potential affordable housing. The Real Estate Division determined that no need exists for the City or any independent agency, therefore the parcels meet the affordable housing criteria.

ANNUAL ACTION PLAN (AAP)

The purpose of the Annual Action Plan (AAP) is to provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and goals identified in the Consolidated Plan. The Consolidated Plan is implemented through Annual Action Plans.

Public Hearing: A public hearing was held to discuss the ConPlan and AAP as well as discussion of the housing and community development needs in the City. The Public Hearing took place on April 22, 2026, at 11:00 AM in Conference Room 851 at 214 N. Hogan Steet, Jacksonville, FL.

30-Day Public Comment Period: The public comment period was held from April 22, 2026 through May 21, 2026. Individuals were able to email HCDDCommnets@coj.net to request a copy of the ConPlan and AAP or to submit comments. No comments were received from the public.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

The CAPER provides accomplishments and expenditure information on the four HUD funded programs (CDBG, HOME, HOPWA and ESG) administered by the City of Jacksonville during the 2024 Program Year (PY2024) which ran from October 1, 2024 through September 30, 2025. The final PY2024 CAPER was submitted to HUD on December 30, 2025.

CONSOLIDATED PLAN

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs: Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, Emergency Solutions Grants (ESG) Program, and Housing Opportunities for Persons With AIDS (HOPWA) Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).
