The wellbeing of Jacksonville’s citizens continues to be a priority of the City Council, particularly during my tenure as Council President. As noted in my August 1, 2022, Memorandum creating the Special Committee to address Critical Quality of Life Issues (“CQLI”), three issues that continue to plague our community are access to healthcare, affordable housing, and homelessness. Integral to resolving some of those issues, is ensuring that the City of Jacksonville recognizes its full potential by providing efficiencies and streamlining workflows in the building and development process.
I, along with the Council as a whole, want to ensure that the City of Jacksonville is a place where it is easy to build and renovate places to live, work, and play. Therefore, I am hereby creating a Special Committee on Permitting: Quality Control for the Permitting Process, with the assistance of subject matter experts, to address the following questions:
1. What is the scope of the issues? I.e., What processes in the building and development process needs addressing? What is the City doing right? Where is there room for improvement?
2. What best practices or policies have other communities adopted that may assist us in addressing each issue?
3. What policies and reforms could the City Council propose to ensure timely and effective interactions between builders and relevant City agencies and departments?
4. What policies and reforms could the City Council suggest and recommend to City-related entities, including but not limited to JEA, to ensure timely and effective interactions with permitting process?
Deadline
The Special Committee on Permitting: Quality Control for the Permitting Process is tasked to report its findings and recommendations on these topics on or before March 24, 2023.
