ACPS PARTNERS WITH FIRST COAST CRIME STOPPERS

January 15, 2026
The City of Jacksonville’s Animal Care and Protective Services (ACPS) is now officially partnering with First Coast Crime Stoppers. This partnership aims to increase the number of tips provided by the community in cases involving animal cruelty. Tipsters are eligible for cash rewards up to $3,000 if their information leads to an arrest; all tip submissions are secure and anonymous.

Utilization of the First Coast Crime Stoppers tip line was instrumental in making an arrest in last November’s “Miracle” case. Oak, a dog named Miracle by ACPS staff, was found by a Good Samaritan, emaciated and abandoned on the side of the road. Media coverage of the case got the attention of First Coast Crime Stoppers, and a tip sent to them led directly to the arrest of Ms. Dawn Lipford, suspected to be responsible for Oak’s condition.

First Coast Crime Stoppers Executive Director Chase Robinson says “This partnership with ACPS sends a powerful message and reflects our shared commitment to protecting animals from cruelty. By offering cash rewards for information leading to arrests, we’re urging the community to speak up anonymously and help protect innocent lives that cannot defend themselves.”

Now, Animal Services Officers at ACPS hope for a similar result in a new case. A dog named “Valor” by the Officer assigned to the case was found last month after having been tied to a tree and shot.

“Media coverage and anonymous tip submissions make a big difference in cases like these,” says ACPS Chief Michael Bricker. “The impact from information provided by community members will lead directly to bringing justice in some of our most tragic cases.”

First Coast Crime Stoppers tips can be submitted via phone (`-866-845-TIPS), mobile app, and website.
