Scott Miller Jr. will lead the Jacksonville Fire and Rescue Department’s (JFRD’s) Administrative Services Division as Acting Division Chief, pending City Council confirmation.
The division oversees procurement, logistics, asset management, facilities operations, and fleet services that support JFRD’s operations across Jacksonville’s nearly 900 square miles.
Miller joined the department in 2006, bringing in nearly two decades of experience in logistics, procurement, and emergency management. His previous experience as Assistant Chief of Logistics and Logistical Support Manager has allowed him to manage multimillion-dollar rotating inventories, oversee emergency preparedness logistical operations, and coordinate major emergency activations, including hurricanes and the COVID-19 pandemic. A Jacksonville native, Miller holds extensive certifications and credentials in emergency operations and incident management, and is a Jacksonville Certified Contract Administrator.
His procurement and logistics leadership has equipped JFRD through periods of significant growth. From outfitting more than 100 new recruits annually to managing logistics for the department’s expansion from 1,200 to 1,900 personnel. Miller coordinated the expansion of JFRD’s fleet, which included increasing the number of units in the Rescue Division from 30 to 65. He has also supported the opening of multiple new fire stations and led a $3 million project to equip every firefighter with two sets of turnout gear. During the COVID-19 pandemic, his procurement expertise ensured JFRD never ran out of critical supplies.
Robert Hickson will serve as Deputy Division Chief of Administrative Services. A 27-year veteran, Hickson has served as a Captain in the Operations Division since 2019, leading station operations, managing annual budgets, and overseeing personnel recruitment and development. His operational background brings a firsthand understanding of the equipment, resources, and support systems personnel rely on in the field. Hickson holds extensive certifications in emergency operations and incident management, in addition to his experience in operations and logistics.
From managing procurement contracts and emergency response equipment to coordinating facility operations and overseeing asset inventories, the Administrative Services Division provides the infrastructure that enables incident response.
