Last night, the Jacksonville City Council passed Ordinances 2025-0900 and 2026-0036. Together, they deliver on Mayor Deegan’s commitment to make good on the broken promises of consolidation; clean up litter and blight; continue funding critical public safety needs; and maintain fiscal discipline with an eye toward the future.
Ordinance 2025-0900, which was introduced by the Mayor’s Office, provided $850,000 in funding for life-saving thermal imaging equipment for JFRD. It also commits $400,000 in dedicated funding to combat litter and blight — issues that citizens consistently tell us impact their quality of life. These investments will support enhanced cleanup efforts, cameras at illegal dumping sites, targeted code enforcement, and strategic interventions in areas most affected by illegal dumping and neglected properties. Finally, the ordinance commits more than $1 million into a reserve account for future use.
“Cleaner streets and safer neighborhoods are cornerstones of community pride, property values, and public safety,” said Mayor Donna Deegan.
Ordinance 2026-0036 also delivered on the promise to establish a Community Benefits Agreement (CBA) Board for the Eastside neighborhood. It creates a structured, transparent, and accountable process to ensure that CBA funding secured during the Stadium of the Future negotiation, which created the largest CBA in NFL history, will bring major development projects and generate meaningful, measurable results.
“One of the reasons I ran for mayor was to finally invest in the neighborhoods that had been left behind for decades,” said Mayor Donna Deegan. “This new CBA board will review and approve millions of dollars in funding to support workforce and economic development, affordable housing, and homelessness initiatives that help Eastside residents prosper and make sure their neighborhood reaches its promise.”
From the beginning, this administration promised to focus on practical results, responsible governance, and collaboration. The bipartisan votes last night reflect that commitment.
