City of Jacksonville to Launch Civil Plan and Plat Reviews in JaxEPICS on February 28

Transition Delivers on Mayor’s Action Plan to Streamline Development Review

The City of Jacksonville will officially transition civil plan and plat reviews into JaxEPICS on February 28, marking a major milestone in Mayor Donna Deegan’s action plan to modernize and streamline the development review and permitting process.

Civil plans, plats, and related development approvals will now be managed in one centralized system, making it easier for engineers, surveyors, developers, reviewers, and other stakeholders to track progress and communicate clearly. By bringing land development review into the same system that currently processes building permits, stakeholders will also be able to track development activity from preliminary design submittal all the way through to getting a certificate of occupancy.

“Last year, we committed to modernizing civil plan reviews, and today, we are delivering on that promise,” said Mayor Donna Deegan. “JaxEPICS provides clearer visibility, faster coordination, and a more transparent process for Jacksonville’s development community. This is another important step toward making our City easier to build and invest in.”

With JaxEPICS, users will benefit from:

  • Engineers independently initiating revisions to approved plans
  • Customized email notifications by favoriting plans
  • Clear visibility into target review timelines
  • Online invoice payments
  • The ability to review comments tied directly to specific plan sections
  • Individual responses to review comments, reducing miscommunication and rework
  • Geographic mapping of plans to better understand the development landscape
  • Grouping of related civil plans, plats, permits, and approvals into Development Plans and Projects

“These improvements remove friction from the review process and give both applicants and City staff better tools to collaborate and move projects forward,” said Nina Sickler, Director of Public Works.

Wanyonyi Kendrick, Chief Information Officer for the City of Jacksonville, emphasized the role technology continues to play in improving City services. “This transition reflects how we’re using technology to simplify City services while improving efficiency behind the scenes. JaxEPICS brings development activity into a single system, making it easier to navigate and more transparent for everyone involved.”

The February 28 launch is part of a phased rollout strategy. Additional guidance, resources, and training opportunities will be shared in the coming weeks to support users ahead of the transition, with continued support available following the go-live.
