Notice of Noise Variance Request
From JEPB Rule 4: Noise Pollution Control

The City of Jacksonville’s Environmental Protection Board (JEPB) hereby gives notice that it intends to conduct a public hearing during their monthly meeting on Monday, July 20, 2026, at 5:00 pm. The meeting will take place in Room 1002 of the Ed Ball Building located at 214 N. Hogan Street, Jacksonville, Fl 32202. The purpose of the hearing is to determine if Elkins Construction should be granted a variance from JEPB Rule 4: Noise Pollution Control, for construction activities associated with a project located in the Downtown area of Jacksonville.
The public hearing is authorized by Chapter 360.111, Ordinance Code, and JEPB Rule 1. Copies of the proposed variance may be obtained from, or reviewed at, the Office of the Environmental Protection Board, Edward Ball Building, 214 North Hogan Street, 5th Floor, Jacksonville, Florida 32202, Monday through Friday, during normal working hours of 8:00 am – 5:00 pm, excluding legal holidays recognized by the City.
All members of the general public are invited to be heard at the Monday, July 20, 2026, public hearing by personal appearance or written comment. Written comments should be addressed to Adam Hoyles, Chair, Environmental Protection Board at the Hogan Street address, provided above, and must be received no later than July 20th.
NOTICE OF PUBLIC HEARING
JEPB RULE 3: WATER POLLUTION
The Jacksonville Environmental Protection Board (Board) gives notice that it intends to conduct a public hearing relative to proposed amendments to JEPB Rule 3 on September 21, 2026. The hearing will be held in Room 1002 of the Ed Ball Building located at 214 N. Hogan Street, Jacksonville, Fl 32202.
The hearing is authorized by Sections 73.102, 362.104(c), (e) and (m), Ordinance Code, and Board Rule 1. The proposed amendments to Rule 3 will address non-substantive changes such as Department name and other minor updates related primarily to adoption of changes with state statutes and administrative codes.
Copies of the proposed rule may be reviewed at or obtained from the Office of the Environmental Protection Board, 214 North Hogan Street, Fifth Floor, Jacksonville, Florida, during normal working hours of 8:00 am – 5:00 pm, Mondays through Fridays, excluding legal holidays recognized by the City.
The JEPB Water Committee will review and discuss the rule changes during their meeting to be held on Monday, August 24, 2026, at 4:30 pm. The meeting will be held in Conference Room 5016 on the 5th floor of the Ed Ball Building. Any and all members of the general public are invited to be heard at the August 24, 2026, committee meeting and the September 21, 2026, public hearing by personal appearance or written comment. Written comments should be addressed to Adam Hoyles, Chair, Environmental Protection Board, at 214 North Hogan Street, Fifth Floor, Jacksonville, FL, 32202, and must be received no later than September 18, 2026.
Jacksonville Environmental Protection Board Monthly Meetings
Regular board meetings are normally held on the third Monday of the month at 5 p.m. at 214 N. Hogan Street, 1st floor Hearing Room #1002. The board also conducts public hearings whenever new rules, regulations, standards or funding requests are proposed. The public hearings are publicized in local newspapers and advance notice is given.
The public is invited to attend any meetings or hearings of the board in which they have an interest.

JEPB Committee Meetings
Most of the routine assessment of operations and enforcement actions are carried out first in standing committees of the board which meet at least once per month.
- The Water Committee meets on Monday during the fourth week of the month at 4:30 p.m.
- The Air and Odor Committee meets immediately following the Water Committee, but no earlier than 5:00 pm.
NOTE: Effective January 2019, all JEPB Committees will meet on an as needed basis. Look for updates and changes on the calendar and meetings pages.
