Council Member Rahman Johnson Remembers the life of State Senator Geraldine Thompson

JACKSONVILLE, FL  — (February 14, 2025) Jacksonville City Council Member Rahman Johnson shared the following statement about the sudden passing of Florida State Senator Geraldine Thompson.

“Today, we mourn the loss of a giant—a woman of grace, of power, and of purpose. Florida State Senator Geraldine Thompson has transitioned from labor to reward at the age of 76, and while our hearts are heavy, we also lift them in gratitude for a life well-lived in service to the people.

I first met Senator Thompson in 2002 when we were both on the journey to serve by running for seats in the Florida House. We sat side by side at candidate training in Central Florida, but from the very first conversation, it was as if we had known each other for years. She was a sister in the struggle, a woman whose wisdom and wit made every challenge seem surmountable. Over the past two decades, I had the honor of knowing her not just as a friend, but as the devoted wife of my fraternity brother, the Honorable Judge Emerson Thompson, and as a steadfast leader whose impact will echo through the halls of Florida’s history.

Senator Thompson was a warrior for justice, a champion for education, and a voice for the voiceless. She carried the torch of our ancestors with dignity and walked in the footsteps of those who paved the way, yet she left footprints uniquely her own. She fought battles that others were afraid to fight, and she did so with unshakable faith and resilience.

Her work was not just political—it was a ministry. It was service in its purest form. And though there will never be another Geraldine Thompson, her legacy is indelibly written in the lives she touched, the laws she helped to shape, and the communities she uplifted.

My heart and my prayers go out to her husband, Judge Emerson Thompson, to the entire Thompson family, and to the countless constituents, colleagues, and friends who were blessed to walk this journey with her. May we honor her by continuing the work, by standing firm in the face of adversity.

May she rest powerfully and may her memory forever be a blessing.”

Jacksonville City Council Passes Long-Overdue Garbage Fee Adjustment to Secure City’s Future

Jacksonville, FL – Tonight, in a 12-7 vote, the Jacksonville City Council took a decisive step toward ensuring the long-term sustainability of the city’s waste management services by passing an adjustment to the garbage fee—an increase that has been deferred for over a decade despite rising operational costs.
Council Member Rahman Johnson, a strong advocate for the measure, emphasized the necessity of responsible governance and future-focused leadership.

“For more than ten years, while the cost of nearly everything else has risen—housing, groceries, gas—the garbage fee has remained unchanged. But maintaining a clean and thriving city requires investment,” said Johnson. “This was not an easy vote, but it was the right vote. We cannot afford to stand still while the costs of inaction continue to rise.”

The fee adjustment ensures that Jacksonville’s sanitation services remain efficient, effective, and adequately funded. Importantly, the measure includes a provision that protects residents on fixed incomes and those with limited resources from paying the additional cost, ensuring that the city’s most vulnerable are not unfairly burdened.

“This is not a tax—it is a fee, as defined by the State of Florida, and it goes directly toward keeping our city clean and our waste collection services operational,” Johnson added. “Leadership requires the courage to make difficult decisions, and tonight, the City Council chose to prioritize Jacksonville’s future.”

Johnson believes that the passage of this adjustment will enable the city to maintain high-quality sanitation services, invest in necessary infrastructure, and prevent future service disruptions.

Councilman Johnson Statement on the passing of Sam Mousa

Jacksonville, FL – Jacksonville City Council Member Rahman Johnson has shared the statement below on the passing of former City of Jacksonville Chief Administrative Officer, Sam Mousa.

“Jacksonville has lost a true giant in public service. Sam Mousa was not only a friend but also a mentor and a steadfast force in our city’s government. I had the privilege of working alongside him and his mentor, Lex Hester, during my early years with city government. Sam’s leadership was unmatched—he was tough as nails, yet deeply compassionate, always putting Jacksonville first. Our city is better because of his work.

His legacy is etched into the very fabric of this city, from the policies he championed to the countless lives he impacted through his unwavering dedication. My prayers of strength go out to Sam’s family and friends.

Sam’s memory will forever be a blessing to all who knew him and to the city he served so well. May he rest in power, and may his example continue to inspire us all.”

JOHNSON TO SERVE AS CHIEF GUEST AT INDIA REPUBLIC DAY CELEBRATION

JACKSONVILLE, FL (January 25, 2025) – The Indian Cultural Society will host its annual India Republic Day Celebration Sunday, January 26, 2025, at Landmark Middle School, 101 North Kernan Boulevard, Jacksonville, FL, 4:30 p m. This special event celebrates Jacksonville’s Indian American Community with cultural performances, traditional food, and reflections on
its significance.

Jacksonville City Council Member Rahman Johnson will deliver a keynote address as the Chief Guest this year. Traditionally, the Chief Guest is a government leader who shares insight and wisdom on opportunities to come. Johnson’s speech will highlight the
importance of cultural inclusivity and its role in strengthening Jacksonville’s unique community connections.

“In celebrating India’s Republic Day, we honor the power of democracy, the resilience of a people united by shared values, and the beauty of a diverse cultural tapestry,” said Dr. Johnson. “This occasion is a profound reminder that inclusion is not just an
ideal—it is the foundation of a truly vibrant Jacksonville. The Indian American community enriches our city in countless ways. I am honored to celebrate more than just a nation’s history but a bond that connect us all.”

Republic Day is a national holiday in India commemorating the adoption of the Constitution of India on January 26, 1950, which marked the country’s transition to a republic following independence from the British Raj. The day is celebrated with parades,
cultural events, and reflections on the nation’s democratic values.

COUNCIL MEMBER STATEMENT ON THE OVERTURING OF THE MAYORAL VETO

JACKSONVILLE, FL (January 14, 2025) – Jacksonville City Council Member Rahman Johnson issued the following statement about the overturn of Mayor Donna Deegan’s veto tonight.

In reviewing the Meridian Waste contract, I believe it is imperative to provide clarity on this situation.
The contract in question raises serious issues, including provisions allowing for the charging of interest, deductibles, lobbyist charges, and charitable giving—all of which are fundamentally misaligned with the best interests of our community. These terms point to broader systemic flaws that should be addressed.
Historically, the ordinance in this situation—originally passed in 1976—was a clear overstep of legislative authority into executive functions. While the principle of separation of powers should guide our governance, it is also worth noting that this ordinance has operated without substantive challenge for decades. During this time, successive administrations have worked collaboratively with the City Council to ensure government functions effectively, avoiding conflict over these provisions.
The timing of this challenge, however valid from a legal perspective, is deeply problematic. It is akin to changing the rules of a game while it is being played—an action that is neither fair nor constructive. This veto could have been entirely avoided if there had been proper communication and a proactive approach from the administration.
The core of this issue lies in a failure to communicate effectively. Missteps, confusion, and delays arise when the lines of communication breakdown. As city leaders, we owe it to the people of Jacksonville to work collaboratively.
I voted to uphold the mayor’s veto because the foundation of this issue cannot be ignored. Nevertheless, I believe that the General Counsel’s opinion is flawed. I must also emphasize that the Mayor’s Office bears significant responsibility for the poor handling of this legislation. Had there been earlier and more effective communication, this situation—and the uncertainty it brings—could have been prevented.
Moving forward, I urge the administration to commit to deeper collaboration, and better communication with the City Council. Jacksonville thrives when all branches of government work together toward a common goal, and we cannot afford to let breakdowns like this hinder our progress. We owe it to the residents of Jacksonville to do better. I remain committed to advocating for clear communication, fair processes, and solutions that serve the best interests of our community.

Council Member Statement on Monday Holiday Gathering

JACKSONVILLE, FL – Jacksonville City Council Member Rahman Johnson has shared the following statement:

“On Monday evening, I attended a holiday gathering aboard the Kismet, hosted by Jacksonville Jaguars Team Owner and philanthropist Shad Khan. The event was an elegant, understated affair, reflecting the season's spirit of gratitude and community. I am honored to support a corporation and an individual who has contributed more to the betterment of downtown Jacksonville than anyone in our city’s history. While questions about the evening have arisen, I believe our focus should remain on the critical issues facing our city, such as improving access to healthy food options. In Jacksonville, it is easier to find fast food than healthy alternatives, with 34% of our population living within half a mile of a fast-food establishment compared to just 27% having similar access to healthy food. This disparity underscores the urgent need for sustainable solutions to improve the quality of life for everyone.
From initiatives like ‘Turkey Time with the O-Line’, where the Jaguars distribute hundreds of turkeys to families in need, to the over $1 million in donations to local non-profits and the historic multi-million-dollar community benefits agreement, the Jaguars organization under Shad’s leadership exemplifies committed corporate citizenship. My focus remains on partnering with leaders like Shad, Jags CEO Mark Lamping and so many others, to address the pressing challenges facing Jacksonville and to move 'Duval Forward' in every way possible.”
