Local Bill Deadline

REPRESENTATIVE KIYAN MICHAEL DUVAL COUNTY LEGISLATIVE DELEGATION CHAIR, ANNOUNCES LOCAL BILL DEADLINE  

JACKSONVILLE, FL., July 14, 2026 – State Representative Kiyan Michael, Chair of the Duval County Legislative Delegation, announces the deadline for filing local bills (J-BILLS) in the Duval Legislative Delegation Office, is 5:00 P.M., Friday, September 11, 2026. 

The Delegation will convene on a date to be determined, to review all proposed local bills as required by the Delegation Rules. Local bills are changes enacted by the Florida Legislature on matters which cannot be accomplished by the City of Jacksonville through Ordinance Code changes.  

Anyone desiring the forms or information on the procedures to file a local bill should contact the Delegation Coordinator, Natayla Anderson at (904) 255-5091 or via email Nataylaa@coj.net no later than Thursday, September 3, 2026.

November 13, 2026 Meeting Notice

State Representative Kiyan Michael, Chair of the Duval County Legislative Delegation, announces the Organizational Meeting to elect the incoming 2026-2027 Delegation Chair and Vice Chair, and the general legislative public hearing will be held Friday, November 13, 2026, from 1:00 p.m. to 5:00 p.m. in the Jacksonville City Council Chamber, City Hall - First Floor, located at 117 W. Duval Street.

Anyone wishing to speak must complete and submit the Speaker’s Request Form and Materials Handout Checklist. All forms and materials/handouts must be received by the Delegation Office by 5:00 p.m. on Friday, November 6, 2026. Presentations are limited to three minutes per speaker.
