Building Inspection Division
Purpose
The Building Inspection Division is responsible for protecting the public health, safety and welfare through the enforcement of the Florida Building Code and the City of Jacksonville's building ordinances.
The current code in effect is the Florida Building Code 8th Edition (2023). Documents for permits submitted on or after January 1, 2024 will need to reference and comply with the Florida Building Code 8th Edition (2023). It can be accessed online for free at the Florida Building Commission website, www.floridabuilding.org.
Office Hours, Location, and Contact
Office hours are Monday through Friday, 7:00 a.m. to 4:00 p.m. We are closed most federal holidays.
We are located on the 2nd Floor of the Ed Ball Building at 214 North Hogan Street, Jacksonville, FL 32202.

Online Permit Submission
Online (electronic) permit submission is now required for all permit types. Access our online permitting system at JaxEPICS.coj.net. You must have a JaxEPICS account to submit for a permit. For more information, select the Online Permit Submission page in the menu to the left. To report issues with JaxEPICS, call 904-255-8500 or email BIDDocuments@coj.net. One of our staff will work with our support team to address the issue during our operating hours.
Certificates of Use and Converting Use Building Permits
According to Florida statute, a Certificate of Use (COU) is a regulatory document, often requiring a three-tier review (Zoning, Building, Fire), that confirms a business's proposed activity is permitted in its location and that the structure complies with current building and safety codes. It verifies that the space, including its electrical, gas, and plumbing systems, is safe for the specific use.

Public Records Notice
The City of Jacksonville is committed to making its website compliant with all state, local, and federal laws, as well as accessible to as many people as possible. The City is currently developing a procedure to make all documents posted ADA accessible. In the meantime, public records that are not currently accessible will not be posted to the City’s website but remain available pursuant to a public records request.
