2013/2014 Finance Capital Improvement Program Subcommttee

The CIP Subcommittee shall be charged with the task of reviewing and analyzing all aspects of the City's Capital Improvement Program process and making recommendations for improvements.  The subcommittee's study should include the process for development, cost estimation and ranking of proposed project lists by the City administration; the City Council's review and annual adoption of the CIP 5-year plan and annual element; an estimate of the City's overall capital improvement needs over the next 10 years, the amount of funding needed and potential funding sources to adequately address those needs; the process by which capital improvements are tracked and managed at the departmental level and in the City's Accounting and Treasury Divisions (for projects utilizing borrowed funds); the manner in which changes are made to capital improvement projects after approval by City Council; the processes by which CIP projects are determined to be completed and declared to be closed-out; and the processes by which supplemental funds are added to projects that experience funding shortfalls and by which excess funding capacity remaining after projects are completed is reallocated to other uses.

The subcommittee is charged with making a report to the Finance Committee, including any recommended Ordinance Code or procedural changes, by the December 3, 2013, Finance Committee meeting.
